Why Bayshore Drive’s Record GLS Bid Matters Beyond Its $2.13 Billion Price Tag

Just two months after Vela Bay's successful debut in April, Bayshore was back in the headlines in mid-July. This time, however, what captured everyone’s attention was not another well-received launch, but the award of the largest Government Land Sale (GLS) site in Bayshore to date.

Compared with the Bayshore Road site, where Vela Bay will be located, the Bayshore Drive plot is substantially larger. Measuring approximately 618,510 sq ft, its site area is more than five times that of its 112,992 sq ft predecessor, which was also the maiden GLS site in the Bayshore precinct. But perhaps most impressive of all was its winning bid. Following the closing of Bayshore Drive’s tender on 15 July 2026, the site was awarded to a Frasers Property-led consortium for an eye-watering $2.13 billion on 20 July 2026.

This $2.13 billion bid makes Bayshore Drive not only the priciest GLS site in the emerging Bayshore precinct to date, but also one that has rewritten the record books in several other aspects.

For starters, the Bayshore Drive site is now the third-ever GLS site in Singapore's history to achieve a winning bid that crosses the $2 billion mark. The only sites to surpass it are the 99-year leasehold Marina View/Commerce Street white site, which was awarded for $2.02 billion in 2007, and the 99-year leasehold Central Boulevard white site, which fetched $2.57 billion in 2016.

By absolute land price, this also makes Bayshore Drive the most expensive GLS site ever to be awarded outside Singapore’s Central Business District (CBD), being located in the Outside Central Region (OCR) rather than the Core Central Region (CCR).

While there is no doubt that these milestones have cemented Bayshore Drive's place in the record books, they represent only one part of a much bigger story. Or more specifically, its tender outcome also offers valuable insights into developer confidence in the long-term prospects of the Bayshore precinct, as well as how its slated projects could shape future homebuying opportunities.

Strong developer confidence was shown, despite the scale and complexities of Bayshore Drive’s future development

There is little doubt that the $2.13 billion bid for Bayshore Drive reflects strong developer confidence, not only from the Frasers Property-led consortium that secured the site, but also from other participating bidders. 

The tender attracted three bids in total, with the top bid exceeding the second-highest by just 5.8%, while the gap between the highest and lowest bids was only 7.1%. These tight spreads suggest that participating developers held broadly similar views on the site's value and long-term potential. 

This is particularly noteworthy given the scale and complexity of the Bayshore Drive site. It has a maximum permissible gross floor area (GFA) of 149,398 sqm, of which 22,500 sqm has been earmarked for commercial use. The development is also expected to yield around 1,280 homes, alongside retail space, a bus interchange and a link to the future Bedok South MRT station, which will be located directly beneath the site.

Needless to say, such a large mixed-use development requires significantly greater capital commitment and execution capabilities than a conventional residential project, making it more challenging for developers. Considering this, the close contest suggests that developers shared similar sanguine sentiment towards Bayshore Drive’s locational attributes, as well as a common belief that Bayshore’s wider transformation would justify the sizeable investment required.

The Bayshore Drive site will introduce an estimated 1,280 non-landed private residential units to the precinct, but this housing injection will also absorb a sizeable portion of Bayshore’s finite private housing supply. Of the approximately 10,000 homes planned for Bayshore, only around 3,000 are expected to be private residences.

With Vela Bay (515 units) and the future Bayshore Drive development expected to deliver a combined 1,795 private homes, more than half of Bayshore's planned private housing stock has already been accounted for through just two GLS sites. This leaves a relatively limited pipeline of future private residential developments within the precinct, especially once these projects are launched and progressively sold.

As Bayshore matures and its planned amenities become more established, this finite supply of new private homes could make future launches more sought after. This may, in turn, support buyer interest for existing projects within the precinct, while reinforcing developers' appetite at future Bayshore GLS sites.

Now may be the time to purchase a private home in Bayshore

For buyers looking to establish an early foothold in Bayshore, now may be an opportune time to do so. With the tender for the Bayshore Drive site having only just closed, it will likely be several years before homes there are launched and eventually completed.

In the meantime, Vela Bay presents one of the earliest opportunities to own a private home in the precinct. As Bayshore gradually takes shape over the coming years, early buyers at Vela Bay will be well placed to benefit from the neighbourhood's transformation, including its expanding range of amenities and distinctive waterfront living environment.
