High-Floor HDB Projects: Which Towns Have the Tallest Blocks with Unblocked Views?

With nearly 80% of the resident population living in public housing, HDB flats are a familiar sight across Singapore’s landscape. As of 2025, the number of dwelling units islandwide has grown to approximately 1.28 million according to HDB’s latest annual report. This is a vast increase from the comparatively small figure of 53,777 units available during HDB’s early years between 1960 to 1965.

However, it is not just Singapore’s housing inventory that has been rising over the decades. we are also seeing greater verticality in our public housing projects, with a growing number of HDB blocks that are at least 40 storeys or higher. 

In 2011, there were just 46 blocks in seven projects that met this definition of a ‘high-floor’ development – this figure has since risen to 119 HDB blocks across 35 projects at present (with at least one more under construction). Or put another way, the number of such high-floor HDB projects has grown five times over in the last 15 years.

Considering this trend, if you are in the market for a resale HDB flat with unblocked views, where can you start looking? Here are the locations and notable estates that you can consider.

Bishan – Natura Loft (DBSS)

Widely regarded as a popular planning area in the heart of Singapore’s central region, Bishan has long been a desirable location for homebuyers looking for comfort and convenience. Its enduring appeal is largely due to Bishan MRT interchange, which serves both the North-South and Circle lines; alongside Junction 8 shopping mall, which helps anchor retail and entertainment options in the area.

At the same time, Bishan is home to Natura Loft, one of the few Design, Build and Sell Scheme (DBSS) developments built under the short-lived programme, which yielded just 13 projects that launched between 2005 to 2011. Notably, Natura Loft is also the only high-rise HDB project in Bishan to reach 40 storeys, with a total of 480 units across three blocks. 

Resale flat buyers targeting a high-floor unit in the area will also be pleased to know that plans are underway for Bishan to be further developed as a new job node. Under its expanded role as a sub-regional centre in URA’s Master Plan 2025, Bishan 2.0 will see more pedestrian links to important transport nodes, new community spaces, a polyclinic, and office towers, among other enhancements that are expected to renew its neighbourhoods. 

Bukit Batok – Skypeak @ Bukit Batok

Although it is located much further to the West, Bukit Batok shares one similarity with Bishan, with both towns being home to just one high-floor HDB development (as of April 2026). Skypeak @ Bukit Batok first made its debut during the March 2013 Build-to-Order (BTO) exercise, and was subsequently completed in 2017. 

Beyond its height, Skypeak @ Bukit Batok also stands out for its locational attributes. Situated along Bukit Batok East Avenue 6, the development is within easy reach of not one, but two primary schools – Bukit View Primary School and Keming Primary School. It is also a comfortable 10-minute walk away from Bukit Batok MRT station. These attributes should be a major draw for any young families looking out for neighbourhood convenience and unblocked views. 

Bukit Merah – CityVue @ Henderson, Tiong Bahru View, etc.

Henderson Waves may be Bukit Merah's most famous lookout point that is open to the public, but the views are just as impressive from the town's tallest HDB projects. This includes developments like City Vue @ Henderson, Tiong Bahru View, Havelock View, and Kim Tian Green, where some blocks can be as high as 48 storeys, effectively giving residents a private ‘viewing deck’ from the comfort of their own homes. 

Homebuyers looking for convenience in addition to a high-floor unit will also be well-served by amenities near these Bukit Merah projects. All four developments sit within walking distance of an MRT station (either Tiong Bahru or Havelock station), and are close to a popular hawker centre (Beo Crescent Market, Havelock Road Cooked Food Centre) in the neighbourhood. 

Clementi – Clementi Northarc, Clementi Peaks, Clementi Cascadia, etc.

It may come as a surprise, but Clementi currently holds the record for the second highest number of completed HDB projects with high-floor units in Singapore (as of April 2026). It ranks just behind Queenstown, which has 11 such developments, while Clementi has a total of eight. These include Clementi Peaks, Clementi Cascadia, Clementi Towers, Clementi Crest, Clementi Ridges, Clementi NorthArc and Trivelis (DBSS).

Beyond that, Clementi is poised to become a liveable location in the West. Healthcare amenities are set to improve with the redevelopment of Clementi Polyclinic. Scheduled for completion by 2027, it will be located about 250 metres, or a five-minute walk, from Clementi MRT Station, enhancing accessibility for residents.

Transport connectivity in Clementi is also set to improve with Phase 2 of the Cross Island Line. By 2032, Clementi MRT Station is slated to become an interchange between the East West Line and the Cross Island Line, further improving transport connectivity for West-side residents. 

Jurong East – Teban Vista

In contrast to Clementi, which is also in the West, Jurong East has only one high-floor HDB development at present, namely Teban Vista. Completed in 2012, Teban Vista is situated within the emerging Teban Gardens precinct, which will be primarily served by the upcoming Pandan Reservoir MRT station on the Jurong Regional Line by 2028. 

Moreover, the Teban Gardens precinct is set to see at least one more development with high-floor units in the form of Teban Breeze. Launched during June 2024’s BTO exercise, it will be some time yet before its 37- to 40-storey blocks join the neighbourhood.

Looking beyond Teban Gardens, Jurong East will also see the addition of Taman Jurong Skyline. Having made its debut in October 2024’s BTO exercise, this large-scale development will comprise 1,844 units across five blocks of up to 40 storeys, while also forming a distinctive backdrop for the nearby Jurong Lake Gardens.

Kallang/Whampoa – McNair Heights, Whampoa Dew, Bendemeer Light, etc.

At present, the Kallang/Whampoa area is home to at least three completed HDB projects with high floor units, namely Bendemeer Light, Whampoa Dew and City View @ Boon Keng (DBSS). All three developments feature blocks with a maximum height of 40 storeys, and they are set to be joined by a fourth project in 2Q 2026. 

McNair Heights, which is currently slated for completion this year, will likewise feature blocks of up to 40 storeys; this makes it not only the latest high floor HDB development in the Kallang/Whampoa area, but also the newest islandwide at the time of writing.

In the coming years, Kallang/Whampoa is expected to see more high-floor developments, based on the current pipeline of BTO projects. These include Towner Residences, Towner Breeze, Rajah Residences, Rajah Summit and Crawford Heights, which will likewise feature blocks of up to 40 storeys. Interestingly, Crawford Heights also features Singapore’s first open concept ‘white flats’, which offer customisable layouts for greater renovation flexibility.

Queenstown – SkyResidence @ Dawson, SkyOasis @Dawson, etc.

As the HDB town with the greatest number of projects with high-floor blocks in present-day Singapore, Queenstown features no fewer than ten developments spanning 40 to 47 storeys. These consist of SkyVille @ Dawson, SkyTerrace @ Dawson, SkyParc @ Dawson, SkyResidence @ Dawson, SkyOasis @ Dawson, Dover Gardens, Ghim Moh Valley, Buona Vista Court, Commonwealth 10, Forfar Heights. 

Among them, SkyResidence @ Dawson is the latest to be completed in 2021. With six out of its eight blocks going up to 47 storeys, SkyResidence @ Dawson has the third-highest HDB blocks in Singapore – a distinction, which it shares with its predecessor, SkyVille @ Dawson, which saw completion in 2015. 

The development also features a distinctive S-shaped design, along with connecting sky terraces on the 27th floor across each of its two block clusters. These impressive architectural features, together with its heritage sensitive integration of nearby landmarks (e.g., the former Queenstown Town Centre and Commonwealth Avenue Market), have earned SkyResidence @ Dawson several accolades, including the prestigious President’s Design Award.

Central Area – Pinnacle @ Duxton

Despite being completed over 15 years ago, The Pinnacle @ Duxton has successfully kept its position as Singapore’s tallest public housing development and HDB’s only 50-storey project to date. 

At the same time, it also holds the global distinction of being the first-ever residential development to feature two sky bridges connecting all seven of its blocks. The construction of this impressive feature is also recognised as an engineering milestone locally, having been named as one of the “Top 50 Engineering Feats” during Singapore’s Golden Jubilee (SG50) in 2015.

However, The Pinnacle @ Duxton’s long-standing record will (sadly) come to an end with the eventual completion of the 60-storey BTO project at Pearl’s Hill. Announced in March this year, this soon-to-be-launched development will officially dethrone The Pinnacle @ Duxton’s as Singapore’s tallest HDB project, and it is set to rejuvenate the Pearl’s Hill estate near Chinatown in the foreseeable future.

Toa Payoh – Toa Payoh Ridge, Toa Payoh Towers, etc.

As one of Singapore’s earliest and most popular HDB towns, it is only fitting that Toa Payoh has its own share of towering public housing projects. Most interestingly, Toa Payoh is also where both the oldest and newest high-floor developments (as of April 2026) can be found. While Toa Payoh Towers was the first HDB project to feature 40-storey blocks upon its completion in 2005, Toa Payoh Ridge is the newest, as it was finished just last year.

While it will be some time before the flats at Toa Payoh Ridge enter the resale pipeline, homebuyers can look toward other established projects in the area, such as Toa Payoh Crest, Central Horizon, or The Peak @ Toa Payoh (DBSS). Alternatively, there are even more options all over the island, so there is no shortage of high-floor HDB homes if you are ever in the market for one.
