Commentary on Upcoming October BTO Launch, Following July’s BTO Launch

SINGAPORE, 24 July 2025 – “The October 2025 BTO exercise features an attractive spread of projects that will likely draw strong and diverse demand, particularly for the new prime flats in Toa Payoh and Bukit Merah, as well as the rare offering of an assisted living flat in Sengkang.

Among which, projects at Bishan, Toa Payoh, and Bukit Merah could emerge as some of the more popular locations.

Toa Payoh – First Mount Pleasant Project

The Toa Payoh BTO project stands out as the inaugural development within the upcoming Mount Pleasant housing estate. Benefitting from city-fringe proximity and an existing MRT station, this launch marks a significant milestone in shaping the identity of Mount Pleasant as a new residential precinct. Positioned west of Toa Payoh and close to the central town, the project is well-poised to benefit from the area’s strong resale market performance and high accessibility. Considering the location is less developed compared to the established Toa Payoh location, this is likely be under the Plus classification.

Bukit Merah – First Greater Southern Waterfront BTO project

Similarly, the Bukit Merah project – situated near Telok Blangah MRT and within the Greater Southern Waterfront – is expected to garner considerable attention. With MRT access at its doorstep and amenities from the existing HDB estate just across the road, it offers immediate convenience. Higher-floor units may even enjoy sea views, making it one of the more desirable launches this round.

The other Bukit Merah project, located in the Redhill precinct, enjoys close proximity to key amenities including a bus interchange, Polyclinic and Bukit Merah Town Centre and sits right next to Gan Eng Seng Primary School. Buyers will be drawn to the convenience and accessibility to schools and amenities.

Bishan

Meanwhile, the Bishan project – sits on the former Guangyang Primary School site – is expected to attract buyers looking to capitalise on the area’s planned transformation into a new job node. Surrounded by flats built in the 1980s in the vicinity, this launch is likely to appeal to younger buyers seeking to live near their parents. The site is also a short walk from Bishan MRT station, which serves both the North-South and Circle Lines. Additionally, it is conveniently located near Junction 8, as well as a wide array of eateries and supermarkets.

Given its location, Bishan may likely see its first BTO launch under the Plus or Prime classification.

Sengkang to see the fifth Community Care Apartment

The Sengkang project is located just three LRT stations away from Sengkang MRT station and is likely a Standard flat. This new up-and-coming site in Sengkang is served by amenities located just across the street.

This project will feature larger units such as 5-room units, as well as Community Care apartments – the first of its kind in these year’s BTO launches.

Community Care apartments are generally well received by the public as they support our ageing population and should have its fair share of applicants. This is Singapore’s fifth such Community Care Apartment (CCA) project, and it supports the broader Age Well SG initiative, which aims to deliver 30 such developments by 2030. These flats are typically well-received, though demand has outstripped supply thus far. Given Singapore’s ageing population and the increasing need for seniors to age in place – especially those without strong family support – such launches are expected to see healthy application rates, as they offer practical housing solution for older residents.

Located near last year’s Fernvale Oasis BTO, it is likely that this project will share the same Standard flat classification and receive moderate demand from buyers.

Yishun – Fourth BTO Project at Chencharu

This will be the fourth BTO project at Chencharu which is a new housing precinct in Yishun. The project is located within a short walking distance of Khatib MRT station and will benefit from an upcoming mixed-use development in the vicinity.

The other Yishun project may not be located next to the MRT station, but it is well-supported by the estate’s robust feeder bus network, offering residents convenient and reliable access to public transport options.

Ang Mo Kio

This Ang Mo Kio project packs 1,420 units and may be classified as a Standard flat since it is located in the between the Ang Mo Kio MRT station and Yio Chu Kang MRT station. It is surrounded by schools including as Anderson Secondary School, ITE College Central & Headquarters and Nanyang Polytechnic.

Jurong East

This project lies in Teban Gardens and is within the Jurong East residential town. The project shares similar attributes with June 2024’s BTO project, Teban Breeze.

While Jurong East is not within direct walking distance, residents can look forward enhanced connectivity, with the upcoming Jurong Regional Line station at its doorstep. This new line will provide residents with convenient access to key nodes such as the Jurong Regional Town Centre, Jurong Lake District, and Jurong Innovation District.

Select units within this development can enjoy a peaceful waterfront view of Pandan Reservoir, which contains a park connector – ideal for natures lovers and fitness enthusiasts.

Given that this area does not have a primary school, major shopping malls or current MRT station nearby, it is likely that the project will be classified as Standard.

Bedok

This BTO project in Bedok is nestled in Chai Chee neighbourhood, in the middle of both Kembangan and Bedok MRT stations. While there was another project in the locale that was launched in December 2024, Kembangan Wave, there are a few key differences.

The project last year, classified as Plus, was located adjacent to Kembangan MRT and featured a 5-storey integrated building with various amenities. This project trades the convenience offered by the previous project with a less advantageous location for a selection of larger floor plans, offering the rare 5-room and 3-gen layouts.

In exchange, residents will have to utilise bus services to reach the nearby Bedok and Kembangan MRT stations, which is a 10-minute walk away. Therefore, we forecast this will be a standard project.”
