October 2025 BTO Launch: 9,144 Flats Launched Across 10 Projects, including Prime Locations like The Greater Southern Waterfront, Mount Pleasant and Bishan

SINGAPORE, 15 October 2025 – “The Housing and Development Board (HDB) announced the commencement of the October 2025 Build-To-Order (BTO) exercise, which will include 9,144 new flats. This is significantly more than the 5,547 flats offered in the July 2025 BTO exercise.”

“With the addition of the October exercise, the total number of BTO flats offered in 2025 is now 19,723 (5,032 in February + 5,547 in July + 9,144 in October). This supply exceeds 2024’s full-year injection of 19,637 units and reflects a dedicated government effort to meet strong public housing demand,” said Eugene Lim, Key Executive Officer, ERA Singapore.

“The attractive Prime Flats at Toa Payoh and Bukit Merah will also see higher subsidy recovery rates of 12%-14% – double the 6% seen when Prime flats were first introduced in 2022. This would encourage long-term occupancy, especially considering the generous subsidies and grants offered under the PLH model, as well as a first-mover’s advantage to brand new housing precincts.”

Berlayar Estate – Singapore’s first HDB homes in the Greater Southern Waterfront

“The Berlayar Residences project is classified as Prime. Located within the new Greater Southern Waterfront precinct under the Bukit Merah HDB estate, its subsidy recovery rate of 14% is the highest so far for Prime projects due to the high prices of resale flats in its vicinity. Its starting price of $541,000 for a 4-room flat is 56.7% lower than the lowest transacted resale flat nearby.”

“A similarity between this new Berlayar Estate and Bayshore can also be seen, as Bayshore is a newly developed housing precinct in the residential town of Bedok. Like Bayshore, the BTO flats at Berlayar Estate are marketed as “waterfront homes,” a rare feature for BTOs in Singapore. However, because of its advantageous central location in the residential town of Bukit Merah, and with more subsidies granted, it has gained a Prime classification with a high subsidy recovery rate.”

Mount Pleasant – a New and Highly Anticipated Housing Precinct in Toa Payoh

“Mount Pleasant is a new housing precinct in the residential town of Toa Payoh, which has historically experienced high resale transaction prices due to its advantageous location on the city fringe. The new housing estate will be situated on the grounds of the Old Police Academy in the Core Central Region (CCR) and will be classified as ‘Prime’ with a subsidy recovery rate of 12%. This is slightly higher than the 11% rate seen at Toa Payoh Ascent in the July 2025 BTO exercise. Despite the higher recovery rate and longer minimum occupation period, it still recorded application rates of 2.0 and 6.4 for 3- and 4-room flats respectively among first-timers.”

“The future precinct will be served by a fully completed Mount Pleasant MRT station on the Thomson-East Coast Line. Residents will enjoy the convenience of travelling to nearby employment hubs such as Buona Vista and One-North (15 mins), as well as Orchard (10 mins) and the CBD (20 mins).”

White Flats Make a Return

“The White Flat scheme, which was piloted in the Kallang/Whampoa BTO launch last year, will return as an option for 3-room and 4-room units at Mount Pleasant Crest. Featuring open concepts, prices for these White flats will be $6,000 and $8,600 lower for 3-room and 4-room flats, respectively, and the cost savings might offer a compelling choice for homebuyers looking to carry out extensive renovations.”

Short Waiting Time (SWT) Flats in Chencharu and Fernvale

“Beyond accessibility and location, one of the main attractions of this launch is the shorter waiting times and the inclusion of 5-room flats in select projects such as Chencharu and Fernvale. These options appeal to buyers who value both promptness and space – especially larger households hoping to move in sooner without sacrificing comfort.”

“Among the upcoming projects, the Chencharu BTO in Yishun is expected to be one of the most popular. Located about a seven-minute walk from Khatib MRT station, it will feature around 810 units ranging from 2-room Flexi to 5-room flats – the latter of which are often underrepresented in new launches. Its proximity to several schools such as Peiying Primary, Naval Base Secondary, and Chung Cheng High (Yishun) makes it especially attractive to families with school-going children. Larger households seeking affordable 5-room units are likely to find this development particularly appealing.”

“Additionally, we will launch 207 Community Care Apartment (CCA) units with 30-year leases as part of the Fernvale Plains project, making it the fifth CCA project to be introduced.”

Bishan Terraces – New prime BTO in Bishan since 2023

“This is the first prime project launch in the heart of Bishan, and also the first BTO launch since 2023, which marked the debut of Sin Ming Residences. By its closing in December 2023, Sin Ming Residences recorded an overwhelming first-time application rate of 3.2 for its 4-room flats.”

“Unlike Sin Ming Residences, Bishan Terraces is situated in the centre of Bishan’s town, making it likely to attract even greater demand. The only downside is its 10-year MOP, and the subsidy recovery rate stands at 10%, but buyers might overlook these issues because of the site’s superb location.”

“The site is within a 12-minute walk to Junction 8 and Bishan MRT station, which provides excellent connectivity as an interchange for NSL and CCL. Additionally, the surrounding neighbourhood offers a variety of amenities, and future residents can also benefit from the upcoming Bishan Masterplan developments, which will include more offices, a hawker centre, and a polyclinic.”

Closing Comments

“Unlike the February and July 2025 launches, there will be no Sale of Balance Flats (SBF) exercise this time. In comparison, during the July BTO and SBF launch, 3-room and larger BTO flats had a median application rate of just 1.4 among first-time buyers — lower than the 2.4 recorded in October 2024. With fewer flats and options available in the current exercise, application rates could rise as demand concentrates on the limited projects offered.”

“The October 2025 BTO exercise concludes the year, which saw a total of 19,723 new BTO flats released for sale. Applicants who are unable to find a suitable home will have to wait until February 2026, when we will see another 4,600 flats released across popular estates such as Tampines, Bukit Merah and Toa Payoh, along with another 3,000 flats in the concurrent SBF exercise.”
