February 2026 BTO Launch: 9,012 Flats Launched in BTO and annual SBF Exercise; 4,692 new BTO Flats Launched, Including First Plus Launch in Toa Payoh

SINGAPORE, 4 February 2026 – “The Housing and Development Board (HDB) announced the start of the February 2026 Build-To-Order (BTO) exercise, which will see 9,012 BTO and SBF flats. Of which, 4,692 BTO flats will be offered across six projects in Bukit Merah, Sembawang, Tampines and Toa Payoh. This marks the start of HDB’s broader commitment to inject 19,600 BTO flats into the market this year,” Eugene Lim, Key Executive Officer, ERA Singapore said. 

“Meanwhile, 4,320 Sale of Balance Flats are made available in the concurrent SBF exercise.

The February exercise provides homebuyers with earlier access to their homes, with close to eight in ten BTO flats featuring waiting times of under four years, and almost one in five SBF units already completed. This shorter lead time helps address more immediate housing needs, particularly first-time buyers and young families planning key life milestones. 

Around 1,300 (or one in four) shorter waiting time (SWT) flats are offered in the February BTO sales exercise, including the popular residential town of Tampines, which sees the shortest ever waiting time of 1 year 11 months since SWT flats were first introduced in 2018.

Flats range from 2-room flexi to 5-room units, spanning Standard, Plus and Prime projects, offering applicants a good mix of choices. The flats are supported by substantial government subsidies, including additional support for Plus and Prime projects with stronger locational attributes, to ensure affordability and inclusivity for a wide range of homebuyers.” 

Short Waiting Time Flats Will Make Up 28% of Total BTO Supply for February’s Sales Exercise

“Of the 4,692 BTO flats set to be launched in February, 1,316 units will be offered under the Shorter Waiting Time (SWT) scheme, with waiting periods of under three years. These flats will be located at the Tampines Bliss, Tampines Nova and Sembawang Deck projects. In addition, Kim Keat Crest in Toa Payoh will also feature a relatively short waiting time, exceeding the three-year mark by just one month.

Buyers seeking an earlier move-in may find this BTO exercise more attractive, as nearly one in four units launched this round will be a SWT flat. This push to accelerate BTO completion will also better support buyers with more immediate housing needs, such as young couples looking to move in soon after marriage, or families seeking to minimise interim housing arrangements.” 

Sembawang: Only February 2026 BTO project with 5-room flat offerings

“Sembawang Deck stands out as the only BTO project in this exercise to feature 5-room flat offerings. Buyers seeking to live in the North and prioritising larger homes may find this project particularly appealing, given its neighbourhood convenience and availability of 5-room flats. 

The project is located in the up-and-coming Sembawang North neighbourhood. Homebuyers can look forward to the construction of future amenities and conveniences as the estate burgeons into a full-fledged housing estate.

With prices inclusive of grants starting from $384,000, Sembawang Deck’s 5-room flats appear attractively priced when benchmarked against other recent Standard projects in the same region. For instance, prices for 5-room flats at last year’s Woodlands North Grove began from $462,000 after grants.”

Tampines Nova and Tampines Bliss: Injection of over 500 SWT flats

“With Tampines’ long-standing appeal as an Eastern regional hub, the debut of SWT flats at Tampines Nova and Tampines Bliss is expected to support continued strong take-up among buyers.

Simei Symphony, the last BTO launch in the Tampines town area, attracted strong interest from first timer families, recording an application rate of 6.7 for its 140 units in July 2025. As such, the new SWT flats at Tampines Nova and Tampines Bliss could see similarly strong demand, particularly from young families seeking quicker move-in timelines in a well-established regional centre.

We expect to see oversubscription from first-timer families at Tampines Bliss. Not only does it offer the shortest waiting time of just 1 year and 11 months, but it is also within a 1 km radius of three primary schools—Yumin Primary School, Chongzheng Primary School, and Tampines Primary School. This provides buyers with the ability to move in quickly, and access to reputable schools for their children, both of which are highly valued by young families.

Tampines Nova, a Plus project, is also expected to attract strong demand from both families and singles, particularly with its 2-room Flexi and 4-room flat offerings. These flats are located within walking distance of Tampines MRT station, as well as popular shopping centres including Century Square, Tampines Mall and Tampines 1.”

Toa Payoh: The town’s first Plus-category BTO in a mature estate  

“The Kim Keat Crest project is classified under the Plus category, marking Toa Payoh’s first BTO project under this classification. This is in contrast to the two Prime projects launched in Toa Payoh in 2025 – Toa Payoh Ascent and Mount Pleasant. As a Plus project, Kim Keat Crest is priced more moderately, reflecting its location further away from Toa Payoh Central and the MRT station.

That said, the project continues to benefit from Toa Payoh’s mature estates attributes, being located near well-established amenities, schools, healthcare facilities and transport connectivity.

Nearby schools within 1km include First Toa Payoh Primary School, St. Andrew’s Junior School, and Pei Chun Public School – the latter which is known for its competitive Primary 1 enrolment exercise. Access to priority enrolment across a variety of schools should be a plus point for many young families considering this project.

Additionally, higher floor units in this project are expected to enjoy unblocked views of the Kallang River.

This positioning may appeal to buyers who value affordability within a central, mature town, while being prepared to trade some locational premium for a more accessible entry point compared to the Prime launches in the same estate.” 

Bukit Merah: Redhill Peaks the sole Prime project in the exercise

“This Bukit Merah project as classified as a Prime project, making it the sole Prime project offered in this exercise. This is similar with the classification applied to the earlier Berlayar project in the October 2025 exercise. The project features a subsidy recovery rate of 12%, just under the 14% seen in the well-received Berlayar Residences.

Located near Redhill town centre, the prime classification reflects the area’s strong locational attributes, including proximity to the city centre, established amenities and transport connectivity. As with other Prime projects, the flats will be priced with significant market subsidies to ensure affordability, balanced by strict resale restrictions such as a longer 10-year MOP, resale incoming ceiling, and subsidy recovery upon resale. 

Given the large number of projects launched in Bukit Merah across 2025, and another upcoming launch in June 2026, we might see more measured application rates for this project.”

Closing Comments

“The 4,692 BTO flats launched in this exercise kickstarts a year of new public housing supply by HDB, part of the 19,600 new public homes committed for the year. With almost 15,000 additional BTO units to be rolled out in the remaining exercises, homebuyers can expect a broader range of housing options and locations in the months ahead, providing greater choice and flexibility to meet diverse housing needs. 

This exercise also marks the only SBF launch for the year, compared with 2025, which saw two separate SBF exercises. SBF flats typically offer shorter waiting times, with around 20% of the units already completed and ready for key collection. We expect strong application rates for the SBF flats, as interested buyers may act decisively, because those who miss out may have to wait until the next SBF exercise next year. 

Barring the Shorter Waiting Time (SWT) flats in Tampines, application rates for the other projects in this exercise may be more measured, as demand is likely to be spread across the concurrent SBF exercise and some applicants may choose to wait for later BTO launches in 2026, which are expected to offer a wider range of locations and options.

The next BTO launch in June 2026 is expected to offer around 6,900 flats across popular estates including Ang Mo Kio, Bishan and Bukit Merah. This will include new flats in the Shunfu housing estate in Bishan, where no new BTO projects have been launched in almost four decades, making it a notable addition to the upcoming exercise.”
