URA Draft Master Plan 2025: New Housing Opportunities to Address Singaporeans’ Housing Needs

SINGAPORE, 25 June 2025 – The Urban Redevelopment Authority (URA) unveiled the Draft Master Plan 2025 today on 25 June 2025. It will map out detailed land use plans for Singapore in the coming 10 to 15 years, in addition to fresh private and public housing opportunities across the country.

Marcus Chu, Chief Executive Officer, ERA Singapore said: “The Draft Master Plan 2025 addresses the core concerns of Singaporeans and aims to make homes across all locations more equitable and accessible, ensuring that the changes are reflective of the needs of our ageing population and a shifting economic landscape.”

“With more housing estates catching up in terms of amenities and accessibility, this could be a real game changer. We may start to see housing demand spread more evenly across the island, which in turn could lead to more balanced price growth across different regions.”

“Before the Draft Master Plan was announced, some buyers were hesitant to invest in new areas, concerned that the opportunity cost might be compromised due to a lack of clear growth plans, potentially undermining the government’s efforts to develop these towns. But the updated plan could encourage more buyers to consider emerging towns, while supporting the government’s efforts to drive growth through public-private partnerships.”

Announcements of new and refreshed neighbourhoods for greater liveability

“The announcement of new neighbourhoods across the island reflects the Government’s commitment to maintaining a steady pipeline of housing supply to support both Singapore’s growing population and its evolving demographic needs.”

“From a real estate standpoint, plans for these emerging neighbourhoods offer more than just fresh housing opportunities. They also serve a broader purpose of reinforcing market confidence among both buyers and developers by signalling the Government’s long-term commitment to the development of new towns.”

“In the Central Region, the new neighbourhoods at Pearl’s Hill, Marina South, Mount Pleasant and the former Keppel Golf Course site represent a transformative renewal of prime central land into fresh residential areas. This will pave the way forward for future housing communities in the heart of our island city.”

“Plans for these upcoming neighbourhoods in popular locations are already in motion. For instance, the former Keppel Golf Course site saw its first private residential plot, which is estimated to yield 745 units, released for sale under the GLS Confirmed List earlier this year. The broader Keppel precinct will eventually provide around 9,000 new homes, including roughly 6,000 public housing units. At Mount Pleasant, the first HDB project is set to launch in October 2025’s BTO exercise, with 1,500 flats of various sizes being offered.”

“By pivoting Orchard Road from a prime shopping district towards an upmarket residential enclave supported by exclusive amenities, the area’s retail scene could gain renewed vitality. The future larger residential population, anchored by the upcoming mixed-use Paterson and Newton neighbourhoods, will help foster a vibrant, self-sustaining community.”

“To support Singapore’s growing knowledge economy, additional housing will be essential to meet the needs of professionals working in the Greater one-north area. Occasionally dubbed as Singapore’s Silicon Valley, one-north is an agglomeration that integrates the science, technology, and media sectors. As such, upcoming neighbourhoods at Dover–Medway will support both housing and workforce expansion, while complementing existing developments in Mediapolis to deliver and form well-connected and thoughtfully planned residential communities.”

“Alongside the development of new estates, rejuvenating existing towns is a key priority to preserve the liveability and relevance of ageing estates within Singapore’s urban landscape. In Yishun, residents can look forward to better city access with the upcoming North–South Corridor, as well as a new precinct in Chencharu that will refresh the town’s urban landscape. Refurbishment of Yishun’s amenities like sports facilities and the rollout of ‘friendly streets’ will likewise ensure that it remains a liveable and vibrant neighbourhood.”
